In Budget 2025, the government reaffirmed its commitment to RUSA by extending its third phase—RUSA 3.0—with a larger focus on equity, employability, and digital learning.
What is RUSA Scheme?
Rashtriya Uchchatar Shiksha Abhiyan (RUSA) is a centrally sponsored scheme launched in 2013 by the Ministry of Education (MoE).
The goal is to transform state-level higher education institutions and ensure:
- Better access to education
- Improved quality of teaching
- Equity for all communities
- Employability for students
- Autonomy for universities
Under RUSA, the central and state governments share funding, which is used for upgrading existing institutions and setting up new model colleges in educationally backward districts.
Who Can Apply?

As per the Press Information Bureau (PIB):
“RUSA 3.0 will support around 300 state institutions, with an outlay of ₹7,300 crore till 2026.”
The funds are allocated in a 60:40 ratio between Centre and States (90:10 for NE and hill states).
How to Apply for RUSA?
For Institutions:
- Contact your State Higher Education Council (SHEC)
- Submit Institutional Development Proposal (IDP)
- Proposal reviewed by Project Approval Board (PAB)
- Approved funds are released directly to the institution’s RUSA account
Colleges/universities need to register on the RUSA MIS portal and follow implementation guidelines provided by the Ministry of Education.

Real Impact – Transforming Education from Villages to Universities
From tribal colleges in Jharkhand to state universities in Tamil Nadu, RUSA has already improved over 1,600 institutions.
“Our college got a new computer lab and smart classrooms under RUSA funding. It helped students from nearby villages learn better,” says a principal from a government college in Odisha.
“Earlier we had no clean toilets or proper labs. After RUSA, everything changed,” says Priya, a BSc student from Rajasthan.
As per RUSA Dashboard, over ₹20,000 crore has been released to states since 2013. This shows the government’s serious investment in strengthening grassroots higher education.
